Between 2021 and 2024, an independent scientific committee supported ADEME and the ministries in designing the environmental labelling scheme.

This committee, chaired by Louis-Georges Soler, brings together recognised academic experts in key disciplines: environmental sciences, agronomy, agri-food processing and consumer sciences.

The scientific committee has published two key reports (in French), providing in-depth analyses and recommendations for the implementation of environmental labelling for food products. This work is supplemented by a report from the French Office for Biodiversity (OFB), which emphasises the integration of biodiversity-related issues into the scheme.

Project history

The AGEC Act, followed by the Climate and Resilience Act, established a pilot phase to identify the most suitable methods for rolling out consistent environmental labelling across different sectors. This pilot scheme was led by ADEME and the Ministry for Ecological and Solidarity Transition.

The aim was to answer a key question:

“How can we provide consumers with clear, reliable and objective environmental information to enable them to make food choices that are more environmentally friendly?”

Following a call for applications, 19 stakeholders carried out labelling trials between 2020 and the end of 2021. Thematic working groups (for example, on biodiversity) were also set up.

This work made it possible to identify common lessons learnt and to draw up a review, notably through:

• a report from the scientific council;
• a report from the Government to Parliament (March 2022).

Following this phase, the French Ministry for the Ecological Transition, with technical support from ADEME, was tasked with proposing a standardised method for implementing the official labelling scheme. This work was carried out in 2022 and 2023, drawing on the recommendations of the scientific council and the government report.
